Production Promotion

Production promotion is separate from normal dev/preprod deployment mutation.

The lifecycle is conceptually:

verified release
      |
promotion request
      |
approval / policy
      |
controlled execution
      |
verified production result
      |
history / rollback capability

Tenant-facing promotion commands depend on the enabled GWEB Cloud promotion surface.

Use gwebc promotion commands to request or inspect promotion where enabled. Privileged approval/execution remains a GWEB administrative responsibility where policy requires it.

Direct CI-to-production mutation is not the normal path.
